Lorenzo Saltari (1973) is full professor of Public Law in the Department of Political Science and International Relations at the University of Palermo.

He has a PhD in Organization and functioning of public administration (2004); he graduated from the Faculty of Law of the University of Rome “La Sapienza” (1999), discussing a thesis on Freedom of access in public services, for which he was awarded the Ciriec “Lanzarone-Tremelloni” prize, for best degree thesis on law and economics. In 2000, he won a scholarship in administrative sciences at the Institute of Public Law of the Faculty of Law of the “La Sapienza” University of Law, where in the two-year period 2002-2004, he was the holder of a research grant in Administrative Law.

He was a legal advisor at the Cabinet Office of the Ministry of Economy and Finance, as well as Head of the Legislative Office of the Ministry of Economy and Finance and of the Ministry of Education. He is a partner and member of the Board of Directors of the Istituto di ricerche sulla pubblica amministrazione (Irpa).

From 1999 to 2005 he collaborated with the chair of administrative law of Professor Sabino Cassese at the University of Rome ''La Sapienza''. He was a contract professor at the University of Urbino ''Carlo Bo'', in the Faculty of Economics and in that of Political Science, where from 2002 to 2005 he held a course on national public services. In the academic year 2004-2005, in the Faculty of Letters and Philosophy of the same University (Specialist degree course in conservation of archival and book assets), he was entrusted as a substitute for the course on Outlines of Administrative Law. From 2002 to 2005 he coordinated the Master in Organization and functioning of public administration at the University of Rome ''La Sapienza''.

He teaches various university master’s courses and holds ongoing training lessons for public administration officials and managers.

He is the author of numerous publications, especially the monographs: National administrations in community function (Milan, Giuffrè, 2007), Access and interconnection. The regulation of electronic communications networks (Milan, Ipsoa, 2008), Motorway concessions in Italy. Between State and Market (forthcoming). He wrote an essay on public service obligations in rail transport, published in the Legal Journal of Circulation and Transport, one on community proceedings in the telecommunications sector, published in the Quarterly Journal of Public Law, and on the legal regime of gaming activity and bet, published in Munus-Journal of public services. He is the author of articles about community structural funds, the legal discipline of management control, common systems, competition law, law and economics, the legal regime of games and betting, and the recruitment of public-school teachers. He wrote the entry Administrative proceedings (community law) and Transport of the Dictionary of public law directed by S. Cassese.

He collaborates with the Giornale di diritto amministrativo and with the Rivista trimestrale di diritto pubblico. He is co-director of Munus – Rivista dei servizi pubblici.
